“Operation Shopping Spree,” a six month investigation involving detectives from the St Johns County Sheriff’s Office, the Florida Department of Law Enforcement and the HIDTA Tri-County Narcotics Task Force has resulted in the arrests of 18 suspects, with more likely to follow for allegedly obtaining prescription pills by doctor shopping.

According to a statement from the SJSO, the suspects involved would visit multiple doctors in nine different counties in Northeast Florida and obtain prescriptions for the same or similar painkillers.

The 21 defendants charged in this investigation were responsible for allegedly obtaining over 21,000 prescription pain pills by fraudulent means over the past two plus years.

All of the subjects arrested were charged with either concealing information to obtain prescription medication or obtaining prescription medication by fraud.

Those arrested and the number of charges are identified as:

  • Michael David Blevins, 35, five counts
  • James Nicholas Lacaze Sr., 42, two counts
  • Terry Wayne Milligan, 32, one count
  • Holstead Vince Moody Sr., 37, one count
  • Robert Anthony Burgess, 46, two counts
  • James William Keeny Sr., 38, six counts
  • Joshua Samuel Einbinder, 18, two counts
  • James Vincent Fasanello, 45, seven counts
  • Elizabeth Lourina Harjung, 40, Jacksonville, six counts
  • Casie Elizabeth Moore, 32, Jacksonville Beach, one count
  • Amanda Westby Pietrzakowski, 32, one count
  • Ginger Yvonne Robertson, 37, three counts
  • Angela Kay Short, 40, one count
  • Amy Geneva Mae Suttle, 30, five counts
  • David Ralph Thornton, 43, five counts
  • Kevin Scott Van Olphen, 41, two counts
  • Danielle Vanessa Taylor, 29, one count
  • Kimberly Renee Piet, 30, one count

The other suspect still being sought on an outstanding warrant is Brenda Elaine Manucy, 38, with one count.

The three largest recipients of the prescription medication were Keeny, Blevins, and Burgess. Keeny received over 2800 pills from four doctors last year, Burgess was prescribed over 2600 pills between March and October last year from five doctors, and Blevins had received nearly 2500 pills from three doctors. The investigation is continuing.
