ST. AUGUSTINE, Fla -- The suspect accused of running over a mother and her daughter Friday evening after an alleged domestic dispute in St. Johns County has a criminal history.

"He was screaming and yelling, 'that woman just killed my wife, that woman just killed my wife!,'" said Jeffrey Lewis, who said he witnessed the hit and run that killed Rosa Lee Armstrong.

Lewis said he was getting groceries with his wife when he heard a man yelling in the parking lot of the Bank of America on the 4300 block of US Highway 1.

"The woman that was driving the SUV jumped out of the vehicle with a baseball bat and swung it at the older gentlemen, missed, and she proceeded to run across the parking lot of Publix," said Lewis.

Police say two women in a domestic relationship argued earlier Friday and the altercation continued throughout the day.

The ordeal ended when police say the suspect Candace Kiara Jackson, 24, allegedly hit Shaina Armstrong, 22, and her mother Rosa Lee Armstrong, 56, with a car. 

Rosa Lee Armstrong died at the scene.

"I could tell a vehicle had gone through the bushes so I walked right up to the bushes, and yes, a woman was laying in the bushes," said Lewis.

The couple's neighbors said the two women had been together for over a year, and although it wasn't unusual to hear them arguing, they never expected this.

"They were together for a while, they always really kept to themselves though, I mean they'd argue every now and then. I'd walk by there and you can hear them in there arguing but a lot of times they just really kept to themselves," said Chelsee Russell, a neighbor.

Neighbors said both Armstrong and Jackson were friendly and said the incident came as a shock. 

But this wasn't the first time Jackson has been arrested. 

According to St. Johns County court records, in November of 2012 Jackson was charged with domestic violence battery and domestic battery by strangulation. She is now charged with second-degree murder and second-degree attempted murder.

Jackson went before a judge for her first appearance hearing Saturday. She does not have a bond set. 

As of Saturday afternoon, Flagler Hospital staff reported Shaina Armstrong was in fair condition. Police say she is being treated for non-life threatening injuries.
